Pin vendored TinyMCE at 6.8.6 (ADR 0013)

Browse Source 
6.8.6 is the last MIT-licensed release; 7.0+ requires a commercial
license. Documents the constraint and syncs it across CLAUDE.md,
CODEX.md, and copilot-instructions.md per the instruction-sync rule.

## Services & Dependency Injection
- Business logic lives in **DI-registered services** under `Fuchs/Services/` behind interfaces, injected into `IntranetController`. Do not reintroduce static God-classes or pass the controller into helpers.
